What
individual provider types are eligible?
Eligible professionals under the Medicaid EHR Incentive Program
include:
- Physicians (primarily doctors of medicine and doctors of
osteopathy)
- Nurse practitioners
- Certified nurse-midwives
- Dentists
- Physician assistants practicing in Federally Qualified Health
Centers (FQHCs) or rural health clinics (RHCs) led by a physician
assistant
What hospital types are
eligible?
Eligible hospitals under the Medicaid EHR Incentive Program
include:
- Acute care hospitals
- Subsection(d) hospitals in the 50 U.S. states or the District
of Columbia, or critical access hospitals (CAH); and
- Have a CMS Certification Number ending in 0001-0879 or
1300-1399; and
- Have 10 percent of their patient volume derived from Medicaid
encounters.
- Children's hospitals - Have a CMS Certification Number ending
in 3300-3399
What are the patient volume
requirements necessary to qualify?
To qualify for an incentive payment under the Medicaid EHR
Incentive Program, eligible professionals must meet one of the
following criteria:
- Have a minimum of 30 percent of their patient volume derived
from Medicaid
- Have a minimum of 20 percent of their patient volume derived
from Medicaid and be a pediatrician
- Practice predominantly (more than 50 percent of clinical
services) in an FQHC or rural health clinic (RHC) and have a
minimum of 30 percent of their patient volume attributable to needy
individuals
To qualify for an incentive payment under the Medicaid EHR
Incentive Program, eligible acute care hospitals must have a
minimum Medicaid patient volume of 10 percent. Children's hospitals
have no patient-volume requirements.
Will I have to meet meaningful use
criteria during my first year of participation?
No, during the first participation year, eligible providers and
hospitals will not have to demonstrate meaningful use. In Indiana,
eligible providers and hospitals will be required to attest that
they had adopted, implemented, or upgraded (sometimes referred to
as "AIU") to certified EHR technology in the first year. Eligible
providers and hospitals will have to demonstrate meaningful use in
future years.
Where can I find a list of
certified EHR systems? What information will I need to provide
about my EHR system?
A list of certified EHR systems is available through the Office
of the National Coordinator for Health Information Technology at http://onc-chpl.force.com/ehrcert.
Once you select a certified EHR system, you will need the
following information to attest:
- CMS EHR Certification Identification (ID)
- Vendor name
- Product name
- Product version
What is acceptable
verification of adopting, implementing, or upgrading to certified
EHR technology?
Appropriate documentation can be a copy of a contract, sales
receipt, invoice, or other official record.
What information do I
need to provide to complete the hospital payment worksheet?
To complete the hospital payment worksheet, you will need the
following information from an auditable source:
- Annual discharges for the most recent four fiscal years
(federal, state, or hospital)
- Medicaid inpatient-bed days (most recent year)
- Total inpatient-bed days (most recent year)
- Historical data for the most recent four years (for example,
Medicare Cost Report)
If I
am not eligible for the Medicaid EHR incentive program, is there
another way I might receive incentive payments?
Based on CMS-specified eligibility criteria, it is possible that
even if you are deemed ineligible for the Medicaid EHR Incentive
Program, you might qualify for the Medicare EHR Incentive Program.
Check the Medicare
eligibility guidelines on the CMS Web site to see if you
qualify.
How do I enroll in Web
interChange?
If you are a rendering provider who will be registering for the
EHR Incentive Program, you will need to obtain access to Web
interChange. To do so, please complete the Web interChange
Administrator Request Form located under Web interChange >
"How to Obtain an ID" on indianamedicaid.com. Submit the request
form and a letter of acknowledgement to the address on the form or
fax it to HP EDI Solutions at (317) 488-5185. To complete the EHR
registration process, all rendering providers will need their own
access to Web interChange.
